RD grant competition regulations for FP stage

(max. 170 points)

Technical check _ ENPARD Khulo project staff checks if full applications meet main criteria, such as:

  1. The application content/subject is same as at the first stage.
  2. Requested grant is same as at the first stage.
  3. The applicant is same as at the first stage.
  4. The project duration is no longer than one year.
  5. The project application form and budget are fully filled.
  6. The project budget is in EUR.

Ext. experts _ Full applications are divided into four categories and sent to external experts. Maximum score is 100 point and mandatory minimum score is 50 point.

Site visit _ The project Grant monitoring assistant is visiting Full project applicants and checks if existed resources are as described in the full application. Maximum score is 20 point and mandatory minimum score is 5 point.

Khulo LAG evaluation committee _ The committee consist of 22 members. In every working day three randomly chosen members (each member can’t be chosen more than two times in a week) of the committee are gathering in ENPARD Khulo project office, reading full applications and evaluate them. Maximum score is 50 point.

ENPARD Khulo project manager has the right of veto at any stage of the competition.

 

Selection of winners

Submitted projects are grouped according to the grant amount requested:

  1. Low budget projects _ Requested grant is below 10k EUR.
  2. Medium size budget projects _ Requested grant is between 10k EUR & 25k EUR.
  3. High budget projects _ Requested grant is above 25k EUR.
  4. Non-commercial projects

  1. The budget of the first call of RD grant competition is 400.000 EUR
  2. According to budget projects are grouped as follow:
  • 38% for high budget projects (152.000 EUR)
  • 28% for medium size budget projects (112.000 EUR)
  • 28% for low budget projects (112.000 EUR)
  • 6% For non-commercial projects (24.000 EUR)
  1. In case if budgets of applied projects are below the limit determined for each group remind sums will be transferred to projects of the other groups as is listed below:

a. Low budget and medium size budget projects;

b. High budget projects;

c. Non-commercial projects

  1. Maximum number of the Low budget projects for each priority is 10 and maximum quantity for each community per priority is 4.
  2. Maximum number of the Medium size budget projects for each priority is 3 and maximum quantity for each community per priority is 2.
  3. Maximum number of the High budget projects for each community per priority is 1.

In case if submitted full project applications score equal points priority is given as listed below: 1. Applicant is Limited Possibility Person; 2. Applicant is female; 3. Applicant’s age is below 30; 4. Application is submitted by registered cooperative.

The projects list for the last stage will be approved by LAG RD grant commettee 

In all other cases, which are not listed above, ENPARD Khulo project team and Khulo LAG’s management body will create ad hoc committee.
